◎　年少者に対する外出制限
　　年少者に対する夜間外出禁止条令は、大都市200のうちの150市、全都市387のうち270市で実施されている。アメリカでは、これらの条例違反により年間8.5万人の逮捕者が出ることもある。
　　しかし、夜間外出禁止は、市の条例によるものであり、内容もまちまちで、自動車による夜間外出を規制したものもある。また、夜間外出禁止例そのものに対する裁判所の判断もそれぞれの市で異なっており、合憲から違憲まで多様な判決が下されている。いずれにせよ、日本では考えられないような夜間外出禁止令が現に生きていて逮捕者が出ているのも、自由の国アメリカの一面である。

●　クリントン大統領の公約

●　ミズーリ州における夜間外出取締の実態
　　ミズーリ州フェイエット市では、年少者は夜の8時から朝の6時まで夜間外出禁止になっている。同市では、この夜間外出禁止令による取締をめぐり暴動が発生した。
　　同市の警察所長ブライアン・グンゼの話によると、警察官は裁判所前の広場に集まっていた若者のグループに出ていくよう警告した。しかし、16歳の少年が挑発的な態度をとり、始末に負えなくなったため逮捕しようとした。ところが、一人の女性がこれに割って入り、自分の車で警察車を妨害した。警察官は、この女性と他の二、三人を逮捕して引き上げた。
